India and Pakistan Reach Missile Launch, Hotline Agreement

India and Pakistan have, after much talks and negotiations, reached an accord by which the two countries will notify each other in advance of ballistic missile flight tests. They also agreed to establish a hotline between the two countries. The agreement formalizes an informal arrangement, however, which has existed since 1999. The agreement is a form of arms control, designed to lessen tensions and surprise which might be sparked by such tests. (Article)
